St. Hannibal Empowerment Centre

St. Hannibal Empowerment Center (SHEC) is a religious organization of the Rogationists of the Heart of Jesus. It is a community of Spirit-led persons which aims to follow Jesus Christ in his union with his Father and in his proclamation of the kingdom of God. It is an inserted community among the squatters. The goal of SHEC is to empower the poor people of Metro Manila, Philippines, through housing, livelihood, education, health, waste management, youth and values formation.

Mission: Its mission is to empower the poorest of the poor and catalyze an integral Christian transformation of urban poor communities in collaboration with the local Church by a holistic process that addresses concerns on housing, livelihood, education, health, environment and sanitation, justice and peace, youth formation and values formation. The goals of SHEC consist of assisting in alleviating poverty among urban poor communities in Pasay and other cities in Metro Manila; and building the foundation of community transformation through intensive values formation. Its objectives are, specifically, to facilitate the organization and formation of people’s organization that are self-sufficient and empowered, facilitate the values and spiritual formation and capability building of urban poor leaders, to assist the urban poor / informal settlers of Pasay and other cities in Metro Manila in realizing their dreams of achieving security of tenure through in-city relocation, to facilitate the implementation of economic programs and basic social services in urban poor communities, and to facilitate access to formal education in favor of the poor and deserving students.

Houses, no doors and windows, wanna help?


Last December 21, 2005, a community composed of squatters in Barangay 156, Tramo, Riverside, Pasay City was razed by a fire leaving the 299 families homeless. The property occupied, privately owned, is about 3000 square meters. Right after the sad event, the St. Hannibal Empowerment Center (SHEC) initiated the move to help the people. The fire victims were organized. Their homeowners’ association was registered in Housing and Land Use Regulatory Board. The process of land acquisition started in order for the people to have a security of tenure. With SHEC as the coordinator of all the activities, a group of concerned people and agencies was mobilized to assist the fire victims. Thus, we have the following:
Land Acquisition
Social Housing Finance Corporation (SHFC) of the government – assists the people in buying the lot from the owner. The people, in turn, will have to pay the SHFC in 25 years with an affordable rate.
Site Development - (drainage, road concreting, electricity and water system)
This is taken charge by the City Government of Pasay.
Housing Component –
Of all those who lost their homes, for now, only 34 families among them expressed their desire to be assisted in the construction of their houses. The Church, through the Pondo ng Pinoy, with the help of His Eminence Gaudencio Cardinal Rosales, D.D., allocated a considerable amount for the construction of low-cost housing for the 34 units. The cost of each unit is P60,000. This is payable in 20 years with zero interest; P250 monthly amortization. Starting this week, the construction will be completed in two weeks with the technical assistance of Habitat. But in the contract, the doors and windows are not part. The cost of the door and windows is P3,000 per unit. For this reason, we are knocking at your generous heart to help us find kind people to assist these unfortunate people have a complete and decent 20 square-meter house with doors and windows.

Values Formation
Land acquisition, house construction and site development are important elements in the integral development of the people. But these are not enough; values formation is needed. Thus, all the peoples are given trainings on how to appreciate their blessings from God and to eventually share them to others.
