St. Hannibal Empowerment Centre

St. Hannibal Empowerment Center (SHEC) is a religious organization of the Rogationists of the Heart of Jesus. It is a community of Spirit-led persons which aims to follow Jesus Christ in his union with his Father and in his proclamation of the kingdom of God. It is an inserted community among the squatters. The goal of SHEC is to empower the poor people of Metro Manila, Philippines, through housing, livelihood, education, health, waste management, youth and values formation.

Mission: Its mission is to empower the poorest of the poor and catalyze an integral Christian transformation of urban poor communities in collaboration with the local Church by a holistic process that addresses concerns on housing, livelihood, education, health, environment and sanitation, justice and peace, youth formation and values formation. The goals of SHEC consist of assisting in alleviating poverty among urban poor communities in Pasay and other cities in Metro Manila; and building the foundation of community transformation through intensive values formation. Its objectives are, specifically, to facilitate the organization and formation of people’s organization that are self-sufficient and empowered, facilitate the values and spiritual formation and capability building of urban poor leaders, to assist the urban poor / informal settlers of Pasay and other cities in Metro Manila in realizing their dreams of achieving security of tenure through in-city relocation, to facilitate the implementation of economic programs and basic social services in urban poor communities, and to facilitate access to formal education in favor of the poor and deserving students.

Preparing the seeds...



The Environmental management committee started to prepare the seedlings in preparation for the vegetable garden exhibit which will be on December 9, 2007 during the turn over of the houses to the beneficiaries. Vegetable and ornamental gardening is one of the activities that goes hand in hand with the housing program in order to beautify their surroundings and for sustainable living. (September 28, 2007)

There's joy in working...


The Engineering students from Rizal Technological University visited the Phase II housing site where shared their time to do construction work as part of their community service. Although it’s quite hot to work under the sun, but still they expressed their willingness and joy to work voluntarily.(September 27, 2007)

It's Working Time....


The Rogationists novices from Silang, Cavite together with their Novice Master Fr. Caesare Bittoni, RCJ once again volunteered to work in Phase II, housing site. This is practically part of their monthly schedule as their apostolate in helping SHEC’s program.(September 27, 2007)

The Graduates!



The First batch of computer literacy program received their certificate of completion after 2 weeks of seminar on basic computer in St. Hannibal training Center. 20 students from different barangays graduated where most of them are SHaCC Community members. The training program was being coordinated with TESDA Pasay-Makati District.(September 19, 2007)

Seminar on Containerized Vegetable Gardening



The Bureau of Plant Industries under the Department of Agriculture conducted a seminar on Containerized Vegetable Gardening in St. Hannibal Training Center with SHaCC Community as the participants. After the Seminar BPI distributed some seeds to the community and visited the site where the people prepared their plants for the exhibit this coming November on the occasion of the Turn over of the houses to the beneficiaries.(September 14, 2007)

Bro. Thanvi's First Meeting with Environmental Management Committe


Bro. Thanvi Medalla conducted his first meeting with the housing beneficiaries as the new officer in-charge of the Environmental Management Committee. The committee was formerly handled by Bro. George Espin, who is now in-charge of the housing program. The committee is now focusing on the beautification of Phase II housing site particularly on vegetable, herbal and ornamental gardening. A Video shooting with Fr. Steve


Fr. Steve of Communication Foundation for Asia, paid a visit to SHEC Office where he took a Video shoot and interviewed Fr. Orville Cajigal, the Asst. Executive Director of SHEC, regarding SHEC’s program in Pasay city. He also interviewed some Project officers and some Housing Beneficiaries on the development of the project in which he clearly mentioned on the importance of the values formation in every project being done.(September 6, 2007)

Ordination of Fr. Alfonso..The pride of Dalaguete


Fr. Dexter visited Dalaguete,Cebu to attend the Sacred Ordination of Rev. Fr. Alonso Heredia, rcj. Fr. Alfonso has been assigned in St. Anthony Boys Village as Asst. Prefect Discipline of the Intern Boys. After the ordination, Fr. Dexter also visited the place of Rev. Julius Descartin, a batch mate of Fr. Alfonso, who will be ordained this coming October 6, 2007 at Bantayan island, Cebu. (September 1, 2007)

Youth Sports Festival



Youth Formation Program/Committee launched a Sports Festival at the Rogationists Seminary, Merville Park. This activity was an event for them to establish relationship among themselves. This is an initial step of organizing the Youth of SHaCC. The sports festival was launched successfully wherein more or less 200 youth participated. (August 25, 2007)

Sr. Andrea's Visit!


Sr. Andrea Hiyastro from Crucified Sisters who is the sister of our Lay Volunteer Michelle Hiyastro paid a visit to St. Hannibal Training Center to visit our scholars who are having a computer training every Sunday. Other scholars are having their music and art lessons and workshops to enhance their talent and skills. (August 19, 2007)

Forum on Human Security Act of 2007


Justice and Peace Program/Committee initiated a Forum on Human Security Act of 2007 with guest speakers from the Solidarity Philippines and Bayan Muna. (August 18, 2007)

Fr. Carmelo's visit...


Fr. Carmelo Capizzi, RCJ Superior of St. Anthony Boys Village and a former Delegation Treasurer visited SHEC together with a friend from Italy. They also passed by Phase II housing site to see the ongoing construction of the houses. (August 16, 2007)

SHEC in Baseco!


Fr. Orville and RCJ Religious Brothers started their apostolate program in Baseco, Tondo, wherein they are asked to focus on community building and values formation of the people. (August 10, 2007)

Meeting with Mayor Alfredo Lim


Fr. Dexter and Fr. Orville joined Frs. Mario and Nonong, CM to a meeting with Mayor Lim together with representatives of Philippine Relocation Authority, DENR, Office of the President-Office of Religious Affairs, and Chief of Staff of Mayor Lim about the project on Baseco, Tondo. It was held at the Manila City hall. (August 6, 2007)

A Savings Mobilization Seminar by Fr. Mario, CM


A Savings Mobilization Seminar was given by Fr. Mario, CM to the members of SHaCC community. It aims to help the members especially the Housing beneficiaries on how to organize and their save money. This savings mobilization program has been used by the Vincentian cooperative as part of their community organizing. (August 4, 2007)

BPI Foundation Volunteers in Action!


A group of volunteers BPI foundation shared their time in doing construction work in Phase II Housing site, the site was formerly owned by BPI Inc. before it was being turn over to St. Hannibal Homeowners’ Association Phase II. BPI foundation has been continuously supporting SHEC’s program until now. (August 4, 2007)

Visitors from the Department of Agriculture


Visitors from the Department of Agriculture visits SHEC office, they were welcomed by Fr. Dexter and accompanied them to go around the area of the housing site. They will be assisting SHEC‘s Program on the Environmental Management, particularly on the vegetable gardening. .(August 2, 2007)

A visit to Fr. Abe!


Fr. Dexter and Bro. Jake visited Fr. Carlos Abesamis, SJ, the author of the Third Look at Jesus and the Backpack of Jesus-Seeker Books 1, 2, and 3. Fr. Abesamis, his life and works served as an inspiration for the vision and mission of the St. Hannibal Empowerment Center. He has been an active collaborator to SHEC and its aspirations of proclaiming the Kingdom of God.(August 2, 2007)

Seminar on Parole and Probation



Justice and Peace Program/Committee in coordination with the Pasay City Hall Office held a Seminar on Parole and Probation. Mr. Trulegio Navelgas, the Pasay City Hall Parole and Probation Chief Officer, was the guest speaker. He was assisted by other members of their office. (July 28, 2007)

"Dance for Cause" Organizers Evaluation Meeting


There was the meeting with the Dance for Cause Organizers in Merville Park, Parañaque City. An evaluation was conducted after the event. They were discussing about the positive and negative aspects of the activity especially the problem encountered during the activity. But in general, it was a great success and they were able to raise funds to help the housing project of SHEC. (July 28, 2007)

Youth Planning!


Youth Formation Program/Committee assembled for initial planning of youth activities at St. Hannibal Training Center. There were about 30 youth who participated in the event. The youth shared and discussed the different dynamics they would like to include in their own formation, organization and projects. (July 22, 2007)

Building Homes..Building Lives! A Dance for a Cause!



The SHEC community together with the Staff and volunteers joined The Dance for a Cause at the World Trade Center. The activity’s primary purpose is to raise funds for SHEC’s Housing Project. This was organized by a group coming from Merville Park, who has been assisting the SHEC community in their different programs and project. The said activity was participated by Rogationists benefactors and some friends of the organizers. (July 21, 2007)

"Dance for a Cause" Organizers Meeting with SHEC Community



There was the final meeting of “Dance for a Cause” Organizers and SHEC Community with Fr Bruno Rampazzo, RCJ Major Superior of the Rogationists Philippine-Indian Delegation. Father Bruno joined the said meeting to thank the organizers for their generous contribution to the community, for extending their hand to the people of Pasay particularly those poor people assisted by the community of SHEC. Bread Making Seminar



Mr. Robert Bertrand conducted a Seminar and training on Bread Making with some members of St. Hannibal Christian Community (SHaCC). He is assisting the community to start this livelihood project in order raise funds for the Cooperative. The members from SHaCC community learned and enjoyed a lot from this seminar because it was done in actual and they were able to produce good samples of delicious bread. (July 17, 2007 )

Free Legal Consultation Mission...


The SHEC community assisted the free legal consultation mission of St. Thomas Moore, a group of lawyers. Many members of SHaCC community and the parishioners of San Juan Nepomuceno parish took the opportunity to avail of this free consultation, especially those who have legal problems. It was held at San Juan Nepomuceno Social Hall. (June 23, 2007 )

Fr. Eric's Visit!


Fr. Eric Raveza III, RCJ, the Rogationists Philippine-Indian Delegation Treasurer paid a visit to SHEC community to discuss the programs of SHEC. He was then accompanied by Fr. Dexter to Barangays 165, 162, 156 and 157, Pasay City and to the housing construction project site at Rodriguez St., Malibay, Pasay City. It was his first visit to the community after appointed as a Delegation Treasurer. (June 14, 2007)

Ground Breaking!


Mr. Antonio Elicaño led his Colleagues (DLSU HS’53) to do the ceremonial “ground breaking” at St. Hannibal Subdivision Phase II in order to start the Construction of Building 5 which they are sponsoring. The event was participated by Fr. Dexter Prudenciano and some housing beneficiaries of St. Hannibal Homeowners Association Phase II from the danger zone of Pasay City. June 13, 2007

Solid Waste Management


A group From Tao-Pilipinas headed by their executive Director Arch. Arlene Christy Lusterio conducted a Seminar on Solid Waste Management at St. Hannibal Training Center which was participated by St. Hannibal Housing Beneficiaries. A good number of participants attended this activity which is a sign of their great interest on how to manage their waste properly. June 9, 2007
