St. Hannibal Empowerment Centre

St. Hannibal Empowerment Center (SHEC) is a religious organization of the Rogationists of the Heart of Jesus. It is a community of Spirit-led persons which aims to follow Jesus Christ in his union with his Father and in his proclamation of the kingdom of God. It is an inserted community among the squatters. The goal of SHEC is to empower the poor people of Metro Manila, Philippines, through housing, livelihood, education, health, waste management, youth and values formation.

Mission: Its mission is to empower the poorest of the poor and catalyze an integral Christian transformation of urban poor communities in collaboration with the local Church by a holistic process that addresses concerns on housing, livelihood, education, health, environment and sanitation, justice and peace, youth formation and values formation. The goals of SHEC consist of assisting in alleviating poverty among urban poor communities in Pasay and other cities in Metro Manila; and building the foundation of community transformation through intensive values formation. Its objectives are, specifically, to facilitate the organization and formation of people’s organization that are self-sufficient and empowered, facilitate the values and spiritual formation and capability building of urban poor leaders, to assist the urban poor / informal settlers of Pasay and other cities in Metro Manila in realizing their dreams of achieving security of tenure through in-city relocation, to facilitate the implementation of economic programs and basic social services in urban poor communities, and to facilitate access to formal education in favor of the poor and deserving students.

JULY 2013 HIGHLIGHTS

Rogate: Sustaining the Essentials in Changing Contexts. God’s faithfulness never changes. His promise of eternal wellbeing for all remains. In his time, St. Hannibal did his best to proclaim God’s unchanging faithfulness. Inspired by St. Hannibal, SHEC takes the same challenge today, especially that the Church exhorts its members to live according to the demands of the new evangelization.  

Connectivity to the Power Source. The taxing vocation of a Kingdom worker can only be sustained through connectivity to God, the Source of fresh and refreshing energy. In connection, Kingdom workers at SHEC live by the two essentials of Jesus, i.e. connectivity to God in prayer, resulting in being poured out in mission for total salvation. Accordingly, last July 1, 2013 SHEC conducted a special moment of prayer for community leaders. Indeed, they need to be empowered by God always especially that they face the challenge of being faithful to God in changing situations.

Youth Formation. A sound formation of today’s youth, it is hoped, would redound to better communities. Part of their holistic formation is to be good communicators, especially that they are called to witness to God in their day to day lives. To realize this somehow, the leaders and members of the Rogate Youth Ministry, SHEC Chapter (RYMSC) attended a seminar dubbed as “Formation in Filipino” last July 21, 2013. This is part of the youth’s weekly formation at SHEC.


Meeting with SHFC Officials. Good management is a way of exercising humanity’s vocation to be worthy stewards of God’s blessings. It is always through this principle that SHEC conducts meetings with its stakeholders. One instance was the meeting with SHFC officials last July 25, 2013. Among other things, the meeting’s purpose was to follow up the updated statement of accounts of the members of Phase 2.
