St. Hannibal Empowerment Centre

St. Hannibal Empowerment Center (SHEC) is a religious organization of the Rogationists of the Heart of Jesus. It is a community of Spirit-led persons which aims to follow Jesus Christ in his union with his Father and in his proclamation of the kingdom of God. It is an inserted community among the squatters. The goal of SHEC is to empower the poor people of Metro Manila, Philippines, through housing, livelihood, education, health, waste management, youth and values formation.

Mission: Its mission is to empower the poorest of the poor and catalyze an integral Christian transformation of urban poor communities in collaboration with the local Church by a holistic process that addresses concerns on housing, livelihood, education, health, environment and sanitation, justice and peace, youth formation and values formation. The goals of SHEC consist of assisting in alleviating poverty among urban poor communities in Pasay and other cities in Metro Manila; and building the foundation of community transformation through intensive values formation. Its objectives are, specifically, to facilitate the organization and formation of people’s organization that are self-sufficient and empowered, facilitate the values and spiritual formation and capability building of urban poor leaders, to assist the urban poor / informal settlers of Pasay and other cities in Metro Manila in realizing their dreams of achieving security of tenure through in-city relocation, to facilitate the implementation of economic programs and basic social services in urban poor communities, and to facilitate access to formal education in favor of the poor and deserving students.

June Highlights

ROGATE: Following in the footsteps of St. Hannibal and St. Anthony. June 1 is the feast of St. Hannibal. June, also, is the month of St. Anthony’s feast. The saint of Padua had always occupied a significant place in St. Hannibal’s heart, because St. Anthony’s ‘Bread of the Poor’ had been a devotion of sharing for the benefit of the orphans under St. Hannibal’s care.

The orphans (together with the widows) in Biblical times represented the poorest of the poor whom Jesus loved so much. St. Anthony’s and St. Hannibal’s passion to serve the poorest constitutes an unbroken Biblical-Christian tradition which SHEC continues today.

Passion to serve the poor! Continuing Jesus’ Kingdom works! Following in the footsteps of Sts. Anthony and Hannibal!—these propel SHEC’s Kingdom workers to spread the good news this month of June.

Happy Feastday, St. Hannibal! SHEC is an institution for the poor because it continues the spirituality of St. Hannibal. In honor of the saint, the Holy Eucharist was offered last June 1, 2011 at the St. Hannibal Subdivision, Phase II, Rodriguez St., Malibay, Pasay City. The celebration was indeed a eucharistia or jubilant thanksgiving for the gifts of St. Hannibal and of SHEC for the flourishing of God’s Kingdom.

Community Organizing, Kingdom Building. Jesus preached a kingdom where people could learn to form communities of love, peace, justice and sharing. This, needless to say, is the essence of being Church, of being the one family of God. Perpetuating this tradition, SHEC provided a two day community organizing seminar for 43 leaders of SHaCC and PABaNAL. Said seminar was held at the St. Hannibal Training Center last June 22 and 23, 2011. It was facilitated by Lari Angelo Dalit and Ms Nancy Nicolas. The participants had their graduation last June 30, 2011.




Comprehensive Shelter Planning. SHEC participated in the two day comprehensive shelter planning held at the Carlos Pizza Restaurant, Malate Manila last June 28 and 29, 2011. The event was attended by the following: Offices of the Mayor and of the Representative, Vice Mayor’s office, Hon. Advincula’s office, City Legal, Planning and Development office, Engineering, Social Welfare, UPAO, Assessor’s office, Brgy. Action Center and Information offices, DILG, NHA, PCUP, Caritas, OLSOFI and SHEC.
