St. Hannibal Empowerment Centre

St. Hannibal Empowerment Center (SHEC) is a religious organization of the Rogationists of the Heart of Jesus. It is a community of Spirit-led persons which aims to follow Jesus Christ in his union with his Father and in his proclamation of the kingdom of God. It is an inserted community among the squatters. The goal of SHEC is to empower the poor people of Metro Manila, Philippines, through housing, livelihood, education, health, waste management, youth and values formation.

Mission: Its mission is to empower the poorest of the poor and catalyze an integral Christian transformation of urban poor communities in collaboration with the local Church by a holistic process that addresses concerns on housing, livelihood, education, health, environment and sanitation, justice and peace, youth formation and values formation. The goals of SHEC consist of assisting in alleviating poverty among urban poor communities in Pasay and other cities in Metro Manila; and building the foundation of community transformation through intensive values formation. Its objectives are, specifically, to facilitate the organization and formation of people’s organization that are self-sufficient and empowered, facilitate the values and spiritual formation and capability building of urban poor leaders, to assist the urban poor / informal settlers of Pasay and other cities in Metro Manila in realizing their dreams of achieving security of tenure through in-city relocation, to facilitate the implementation of economic programs and basic social services in urban poor communities, and to facilitate access to formal education in favor of the poor and deserving students.

JANUARY 2009: TURNOVER OF PHASE 2 UNITS


SHEC supporters and personalities who honored the event were Philippine Vice President Noli de Castro, Empower SVP Mrs. Josie Elicano, Ambassador to the Vatican Mrs. Henrietta “Tita” de Villa, and Social Housing Finance Corporation President Atty. Fermin Arzaga.

Following are some highlights: Arch. Edward Joseph Adams leads the benediction. Fr. Giorgio Nalin delivers an inspiring message in behalf of all the Superiors of the Rogationists in the world. Vice President Noli De Castro commends the joint efforts of SHEC and the communities.

JANUARY 2009: TURNOVER OF PHASE 2 UNITS


Families at the St. Hannibal Subdivision Phase 2 were singing praises to the Lord! On a cheerful Sunday morning, January 11th of 2009 was held the official turnover of 294 housing units – at last, homes they can call their own!

Cardinal Gaudencio Rosales and Archbishop Edward Joseph Adams – Papal Nuncio to the Philippines, celebrate mass and led the blessing of the units.

Also gracing the occasion were Fr. Giorgio Nalin, RCJ – Superior General of the Rogationists of the Heart of Jesus, Fr. Bruno Rampazzo, RCJ – Major Superior of the Philippine-Indian Delegation, and visiting Rogationist representatives from Spain, Poland, Albania, Argentina, Brazil, USA, Mexico, Vietnam, Indonesia, Papua New Guinea, India, Cameroun, Rwanda, Italy.

DECEMBER 2008: CHRISTMAS PARTY


Two thousand year s ago, our Lord Jesus Christ left his heavenly home to dwell with us. That is the ultimate act of love, the greatest gift that anyone can receive. SHEC’s own way of reflecting this example is its presence among the poor, reaching out to them as God did to humankind.

To remember and celebrate the incarnation story, a Christmas party was held on December 20, 2008 at the grounds of St Hannibal Subdivision Phase 2. It was graced by no less than President Gloria Macapagal Arroyo, along with Pasay City Vice Mayor Antonio “Tony” Calixto and Congressman Dr. Jose Antonio “Lito” Roxas.

Mass was celebrated by Fr. Bruno Rampazzo, after which gifts were distributed as a reminder to beneficiaries of the real reason for the celebration – the gift of salvation through Christ.

DECEMBER 2008: HEALING MASS


SHEC envisions the alleviation of poverty among the urban poor by building houses and providing livelihood opportunities. Our work is not complete, though, without addressing the poverty of the human spirit. Hence, spiritual enrichment has always been part of our programs for relocated families.

One such activity was a healing mass officiated by Father Fernando Suarez (Companions of the Cross Healing Ministry) at the St. Hannibal Subdivision Phase 2 on December 17, 2008. Families numbering to about 200 gathered in the common area of the subdivision to receive the transforming message of the Word of God, as well as physical healing through his servant, Fr. Suarez.

At SHEC, we do not just build houses; we point families to the one and true Healer and Builder of life.
